Citation Guidelines
A citation is a very special award that was presented only to the 10 best clubs in the entire District 3220. Since there is no award for the Best Club for the year, the citation is the highest award that any club can aspire to achieve.
All Interact Clubs were judged on the following :
1) Consistency of activities - The Interact Club should carry out a very balanced programme of activities in each avenue of service throughout the year, and should also take part in projects organized by the Interact District Committee, as well as the other Interact Clubs.
2) Quality of projects - The projects organized by the Interact Club throughout the year should be of a very high standard. They should be planned, innovative & successful.
3) Reports - Quarterly reports as well as the annual report should be forwarded to the District Secretariat on or before the specified deadline. These reports should be in depth, informative, accurate, coherent & well presented.
Recommended Projects
These guidelines helped the Interact Clubs to achieve a citation.
1) Improving the knowledge of the members about Interact - Interact Club members should be educated on the Interact Constitution, the Goals of Interact & the standard Interact by-laws and code of ethics of Interact.
2) Community Service -
School Beneficiary - A special focus should be placed upon improving the activities, facilities and/or the environment of the school. These projects can take the following forms

Donation to needy students.

Sponsorship for any sport.

Clean up campaign in & around the school.
Projects to serve the community -

Attend the needs of the less fortunate (such as disabled or needy children)

Increase awareness about the prevention of drug & alcohol abuse.

Conduct projects involving the protection of the environment.
3) Interact around the world
Interact Clubs should forge relations with Interact Clubs in other parts of the world, and should attempt to,

Carry out a joint project with them. (such as a bulletin)

Conduct projects involving them.

Conduct exhibitions or displays on International themes in order to promote International Understanding.
Award Guidelines
The DIR prepared citation guidelines at the beginning of the year, outlining his vision, & the avenues in which clubs would have to be active in order to receive recognition at the end of the year.
The DIR insisted that the clubs concentrate on a well-balanced programme throughout the year with all avenues of service given importance. He also requested that the clubs identify areas that needed assistance in their schools & communities and organize projects for these causes. He stressed that clubs should try to make a difference to their community throughout the year & not do projects without a specific objective in mind. He also pointed out that it is important that clubs follow the rules & regulations of their schools, as well as keep to the Interact constitution and work towards achieving the Interact goals.
Given below is a copy of the guidelines handed to the presidents at the workshop held at the 8th Interact District Assembly.

Best Annual Report - This award was presented to the Interact Club which forwarded the most accurate & in depth Annual Report to the District Secretariat on or before the closing date. The quality of the projects had to be included, as well as the overall presentation of the report was taken in to consideration.

Best Club Presidents - This award was presented to 5 club presidents who were consistently active during the Interact year, and served to the best ability to make the activities of the club successful. They had try to realize the potential of the club constituents & should work with the members to raise the standards of the club`s activities

Best Club Project - This award was presented to the Interact Club that carries out the most outstanding project in any avenue of service. This project had to be innovative, meaningful & very well organized, and should also highlight the creative talents & capabilities of the Interactors.

Best Project in each avenue of service - These were awarded for the best project in each of the 4 avenues of service. These projects had to be relevant, innovative & well organized, and as with the best club project, should highlight the creativity of its members.

Best Finance Project - This award was presented for the best annual financial report, which had included a detailed & precise record of all transactions of the Club, as well as information about the Club`s financial status.

Best Bulletin - This was awarded for the best club bulletin that was published at least 3 times during the course of the year. It had to include information pertaining to the activities of the club, as well as contributions from the Club members.
General Recommendations
-
Inform the Interact District Secretary/Zone Representative about any projects that were organized by your club, if possible before the date is finalized. This is to ensure that the projects done by the Interact Club. Do not clash with projects conducted by other Clubs.

Conduct joint projects with other Interact clubs, Rotaract Clubs and Rotary Clubs.
-
Actively participate whenever requested by the School authorities, the Sponsoring Rotary Club or the Interact District Committee.

Keep clear records of all financial transactions that take place throughout the year.

Pay all District dues on or before the date specified by the Interact District.

Conduct finance projects to improve the finances of the Interact club.

Act in a manner benefiting Interact at all times. Do not organize projects that go against the school constitution, the Interact constitution or the Rotary International constitution.
Subscription Fee
The subscription fee was set at Rs.450.00, while clubs that did not meet the deadline had to pay a penalty fee of Rs.50.00. The subscription fee entitled the Interact Club the following ;

The District Interact Secretary sent a monthly district letter to the following ;

A special feature this year was that the minutes of the monthly District Meetings were included with the District letter.
Co-ordination
In order to prevent clashes from occurring in relation to Interact events, all clubs were asked to contact the Interact District Secretary & inform her of the days on which they were having projects. This applied only to projects where clubs expected the participation of other Interact Clubs.
Monitoring Interact Clubs
The DIR & the District Committee for the year 98/99 realized that Interact in Sri Lanka had the potential to be the best Interact community in the world. We observed that the standard of Interact could deteriorate mainly because clubs have a tendency to concentrate on the quantity of projects rather than the quality & the objectives of projects.
The DIR said that the club maintenance would be the main focus of the Interact District Committee for the year 98/99. Int. PP. Selonica Perumal was appointed as the Project Chairperson. The Interact District Committee excluding the DIR & the DIS were appointed as advisors for the Interact Clubs in Colombo, while the Zone Representatives & their zone committees were responsible for Interact Clubs in their respective zones. This was done in order to monitor and understand Interact Club activities. It also gave the club & its members the opportunity of having an experienced Interactor as an advisor. The Interact District Committee was asked to be in constant contact with their clubs to be aware of all their activities. It was also made compulsory that the District Committee advisors visit their respective club at least once a quarter, & submit a report on their observations of the meeting to Project Chairperson Int. PP. Selonica Perumal.
The Zone Representatives & the Interact District Committee were asked to be in constant contact with the Interact Club presidents that were under their supervision. It was also requested that they be present at all the projects organized by these clubs.
Presidents were informed that if they had any problems regarding any aspect of the Interact Club, they could speak with their respective advisors. This gave presidents the chance to have close contact with the Interact District Committee, & also gave the Interact District Committee the opportunity to monitor all the Interact Club activities without unnecessary interference.

The President`s Handbook
The president`s handbook has been annually published by the Interact District Committee. This handbook normally includes all the names & addresses of the Presidents of Interact Clubs. This year the District Committee decided to make the following improvements to the handbook.

To include both the President’s & Secretary’s name & address.

To include a copy of the constitution & by-laws.

To include a copy of the Citation guidelines for the coming year.
The book was handed out to all the Interact Clubs that had paid the subscription fee to the Interact District Committee. The Presiden`s handbook was also distributed among the Interact District Committee, Zone Committees, Rotaract District Committee & Rotarians. The printing & financing of this book was handled by the DIE Int. Kishan & District Director Int. Ian.
The Interact District Bulletins
The DIE Int. Kishan Thomas published 2 Interact District bulletins during the year. The District bulletin, "The Interactor" provided an informative & entertaining selection of articles. The projects carried out by the District Committee as well as noteworthy projects carried out by Interact Clubs were included in the bulletin. Articles of interest sent in by the District Committee as well as Interactors were also published. Copies of the bulletins were handed to all clubs that paid the subscription fee to the District Committee. It was also sent to the Zone Representatives & Rotaractors.

8th Interact District Assembly: "Assembly of the New Millennium"
This was held on the 27th of June 1998, at St. Josephs’ College Auditorium , hosted by the Interact Clubs of Bishops’ College and St. Thomas’s College, Mt. Lavinia.
The Chief Guests for the Opening Ceremony was Rtn. PP. PHF DGN 1999/2000 Tissa Bandaranayake & District Interact Chairman Rtn. Keith Raymond and the Guest of Honour District Interact Co-Chairman Rtn. Ajit Jayamanne. The Chief Guest for the closing ceremony was Rtn. Phf. DGN. Rohan Hapugalle & the Guest of Honour was District Interact Chairman 1998/1999 Rtn. PP. Haroon Bin Ahmad. The induction of DIR. Nishantha and his committee took place during this ceremony.
The workshops for the office bearers were successfully conducted by the Incoming District Committee, Rotarians, & Past Interactors. A workshop session was also conducted for the other Interactors.

Rotary New Generations Month
The 15th of September to the 15th of October was recognized by Rotary International as `New Generations Month`. The Interact District Committee informed all Interact Clubs to be especially active during this period & also made it compulsory that projects are carried out in the following avenues :
Community Service.
International Understanding.
Increasing knowledge of Interact among members.
Interact Clubs were also required to submit a "New Generations Month" report to the District Secretariat & as the best report, the Interact Club of St. Peter`s College was presented with an award.
The Interactors also participated in painting the Attidiya Community Centre, a project that was organized by the Rotary District Committee.

Interaction `98
This event took place on the 7th & 8th of November 1998 at the Police Park Grounds. The aim of Interaction `98 was to bring together Interactors all over the island in a spirit of unity & sportsmanship, where the differences of culture, creed & race do not matter. The following sports & recreational events were held in relation with Interaction `98.

The sport events were held at zone level with each zone having preliminary rounds prior to the main event. The semi-finals & these events were held on the 7th & 8th of November 98 at Police Park which was opened to the public.
The swimming, water polo & athletic events were worked off prior to Interaction. The tennis events could not be held due to the bad weather conditions.
The recreational events were hosted by volunteering schools were also held prior to the main event. An entrance fee of Rs.30.00 was charged to raise funds for the District Community Service projects.
Accommodation, dinner on the 7th & breakfast on the 8th of November and transport within Colombo were provided to a total of 155 Interactors who participated from the outside zones.
Rotary District Governor nominee Rtn. Phf. Tissa Bandaranayake officially declared open Interaction `98. The Guest of Honour for this occasion was PDG. Rtn. Phf.Ranjith Samarasinghe. The closing ceremony was held with the presence of the Rotary Governor Rtn. Phf. Rohan Hapugalle. The District Interact Chairman Rtn. Haroon Bin Ahmed & Co-Chairman Rtn. Thariq Thulba were present at both these occasions.
This event was publisized through The Sunday Times, Sun FM & printing of posters, handouts and leaflets. Interaction `98 had a record participation of 71 Interact Clubs around the island. It was encouraging to note that the participation of outstation schools was excellent, & also that the overall winners of a majority of events held were Interact Clubs from other zones. A total of over 3000 Interactors, non Interactors, Staff advisors & parents participated for this event, which made a profit of Rs.90,000.00

Interact Leadership Training Programme
The main objective of this programme is to select & train Interactors for their future roles in the service of Interact.
Application forms were sent to clubs requesting Presidents to select a maximum of 5 Interactors from the club to participate in this programme. The Interact District committee conducted interviews for the applicants & selected 42 Interactors. These Interactors had 10 weeks of lectures, which were conducted by the District Committee, past Interactors & recognized speakers. The topics covered included the Interact constitution, Interact goals, History of Interact, Rotary, Roteract, the functions of Rotary International, Rotary Clubs & the District Committee, The responsibilities of the DIR, leadership, communication, time management, reporting, budgeting etc.. These sessions were conducted at Whycherly International School.
The participants sat for a final examination & DGN PP. PHF. Rtn. Tissa Bandaranayake presented the 41 Interactors who passed the exam with certificates at the Interact District conference.

Selling Christmas Cards
This project was carried out in aid of the `Shilpa` children’s orphanage situated in Narahenpita. A total number of 15,000 cards were printed using 4 different designs that were made by the children at the orphanage. These cards were sold at a stall held at Majestic City, priced at Rs.10.00. A record profit of Rs.59,100.00 was made by this project.

Visiting the injured in hospital
During the month of October a large number of solders were killed & injured in the battlefields of Killinochchi & Maankulam. The injured soldiers were mainly in hospitals in Colombo. Some of these soldiers with serious injuries spent months in hospital while the hospital staff attended to their needs. Most of them are in a state of depression & in severe need for companionship.
The Interact District Community Service Chairman Int. PP. Saif Ramzi initiated a project in which he would organize the District Committee members & volunteering Interact Clubs to visit these soldiers for 7 consecutive weeks.
The main objective of this programme was to spend a few moments with the soldiers & talk to them, to show them that we do care. It was also important to raise the awareness of something that would rather be ignored. It was arranged that they would take packs of food which contained fruits & sweets to be distributed among the soldiers.
The schools that participated in this programme were the Interact Clubs of;
Anula Vidyalaya, Prince of Wales College, Asoka Vidyalaya, Royal College, Burhani Serendib International School, St. Bridget`s Convent, Carey College, St. Thomas`s College, Devi Balika Vidyalaya, Wesley College, D. S. Senanayake College, Wycherley International School, Methodist College, Yasodara Balika Vidyalaya, Nalanda College, Zahira College and President`s College.
The Interactors visited the National Hospital once a week, for 6 consecutive weeks beginning on the 15th of November 1998 & ending on the of 4th of January 1999. Special permission was obtained from the Hospital administrations, by Int. Saif to visit the soldiers & it was also arranged to do so within non visiting hours. The Interactors provided a total of 200 packs of food while the District Committee provided 60 packs. These packs worth approximately Rs.39,000.00 were distributed among 275 soldiers.

International RYLA
International RYLA was held from the 23rd of May to the 1st of June 1999 in Ooty, India. The Interactors were accompanied by Rtn. Shabir Galeely & were joined in India by District Governor Rtn. Rohan Hapugalle.

Donation to flood victims
The monsoon rains during the months of April and May have been unusually heavy this year which has resulted in the flooding of many areas. The floods have destroyed the homes of many people. These unfortunate people have lost not only their homes but most of their belongings. The basic necessities of these people are provided by the donations that are received. Therefore the Interact District Project Community Service Project Chairman, Int. PP. Saif Ramzi arranged for 65 kilograms of rice, worth approximately Rs.1400/- to be handed to the IDA Kollonnawa, an organisation that assists these flood victims.

Donation made to the Shilpa Children’s home
The Interact District Community project of selling Christmas cards was organised with the aim of raising funds to provide financial assistance to the children’s orphanage ‘Shilpa’, situated in Narahenpita. The profit that was made by the sale of the Christmas cards utilised to make bedside cupboards for the children as requested by them.
Interact District Community Service Project Chairman, Int. PP. Saif Ramzi arranged for 15 bedside cupboards to be built according to the specifications given by the ‘Shilpa’ organisation. The 15 bedside cupboards, each of which was built at the cost of Rs.4,000/- were donated to the Shilpa children’s orphanage on the 13th of June 1999.

The Interact Yearbook
The Interact Yearbook was published by the District Committee in June 1999. The Yearbook was published with the intention of having a documentation of Interact during the Interact year 1998/99.The Yearbook included the following:

8th Interact District Conference : "Conference of Reflections"
This was hosted by the Interact Club of Visakha Vidyalaya and Royal Collage. It was held on the 15th and 16th of January 1999,at the Jeremius Dias Hall, Visakha Vidyalaya . The opening ceremony was held on the 15th of January 1999. The Chief Guest for this occasion was District Governor, Rtn. Phf. Rohan Hapugalle and the guest of Honour was District Interact Chairman, Rtn. Haroon Bin Ahamed The key note address was on ‘What youth of Sri Lanka hold for the future ‘which was delivered by Prof. Arjuna Parakrama, the dean of the Kelaniya University. Other topics discussed by four panelists were:

Education of Venereal disease - Dr Hiranthi Wijemanne
Discussion on Sports (Cricket) - Mr. Sidath Wettamuni
Entertainment industry - Miss. Hasini Halpe
This was followed by lunch and entertainment session, with performances by volunteering Interact Clubs.
The Chief Guest for the closing ceremony was District Governor, Rtn. Tissa Bandaranayake and the Guest of Honour was the incoming Interact District Chairman, Rtn. Ajit Jayamanne. The Interactors who participated from the outstation schools were accommodated at the National Youth service Centre, Maharagama & also provided meals, & transport to and from the venue. The number of participant from the other zones are as follows :

The Interact Clubs in the Colombo Zone have been under the supervision of the district Committee, while the Interact Clubs in the other zones have been under the supervision of the zone Representatives & the respective committees.
Zone Meetings
- Galle - These meetings were held at least once a month, conducted by the Zone Representative & in the presence of the Youth Chairman, Rtn. Dayananda de Silva. The meetings were held at Sacred Heart Convent.
- Kandy - Zone meetings were held once every month either on the 1st Friday of the month. The meeting conducted by the Zone Representative was held with the presence of the Youth Chairman, Rtn. Mohan Samarasekara or the Co-Chairman, Rtn. Rihal Madugalle & the president of the Rotaract Club of Kandy, Rtn. Mark Stephen. Volunteering Interact Clubs in the Kandy district hosted the meetings.
- Matale - Zone meetings were held once every month conducted by the Zone Representative. The meetings were held with the presence of the Youth Chairman, Rtn. Alhaj Shabdeen, the president of the Rotaract Club of Matale, Rtr. Mahendra & the secretary Rtr. Sybashan. The zone meetings were hosted by volunteering Interact Clubs, with the majority meetings being hosted by the Interact Club of St. Thomas’s College, Matale.

Galle
- Opening of an Interact Club in Matara
With the permission of the principal, the Interact Club of Rahula College was charted under the Rotary Club of Colombo Fort. Although the opening of more clubs was planned, this could not be achieved due to a lack of willing to sponsor clubs.
- Reopening of the Interact Club of Sangamiththa College
After 2 years without functioning , this Interact Club was reopened. A Board of Directors were elected & the club were actively involved in doing projects to benefit the school & community.
- Interact Talent Exposure
This was organized with the objective of raising funds for the Zone, and to highlight the talents of the Interactors. It was held on the 5thof March 1999 at the Sacred Heart Convent school hall. The proceeds from the event of Rs.6710.00 was distributed among the clubs in the zone.
- Zone Assembly
This was hosted by the Interact Clubs of Sacred Heart Convent & St.Aloysius College. It was held on the 6th of June 1999 at the Sacred Heart Convent school hall.

- Opening new clubs
With the permission of the school authorities an Interact Club was formed in Kandy Grammar School, under the auspices of the Rotary Club of Kandy.
- Revitalization of Interact Clubs
The zone Representative visited the Interact clubs that had not been functioning to their potential. She conducted lectures & sorted out the problems that the clubs were facing, & thereby revitalized them. These clubs are the Interact Clubs of :

- Walk in aid of the Cancer Society
The Interactors walked around the city collecting aid for this society on the 17th of October 1998.
- Dry Rations Project
The Interactors in the zone collected dry rations, milk powder, soap, toothpaste etc.. during the month of November. Half the items that were collected were donated to the Pilimathalawa Children’s Orphanage, which shelters children from war torn areas in the north of Sri Lanka. The rest of the items were distributed in the Mahaoya region.
- Walk in aid of the Paraplegic society of Kandy
The Interactors in the zone walked around the city collecting aid for this society on the 3rd of November 1998.
- Talent Show : Reconduire ‘99
This talent show was held at Trinity College on the 6th of February 1999. This project was initiated during this year, and will be made an annual project organized by the Zone Committee. The chief Guest for this event was the president of the Rotary Club of Kandy, with the Interact Chairman being the Guest of Honour. The proceeds of the project were distributed amongst the Interact Clubs that participated.
- Clean Up Campaign
Along with the Rotary Club, Rotaract Club & the Interact Clubs this clean up campaign was organized with the Kandy Municipal Council. This was held at the Kandy cemetery on the 6th of June. The Interactors cleaned the premises & painted the walls.
Matale/Batticaloa
- Opening of new Interact Clubs
With the permission of the school authorities, the Interact Clubs were started in Science College, Matale & Akurana Central College under the auspices of the Rotary Club of Matale.
- Reactivating dormant Clubs
The Interact Clubs which were not functioning properly were helped to reactivate by the zone representative who visited the clubs & spoke to them about Interact while sorting out their problems. These clubs are :
Methodist College, Batticaloa
St.Cecilia’s College, Batticaloa
St.Michel’s College, Batticaloa
Visakha Vidyalaya, Welimada.
- Outing for Interactors
A trip to the Peradeniya Gardena was organized on the 22nd of October. 24 Interactors from 5 clubs participated. They also helped to clean the premises.
- Cricket Tournament
This was organized on the 10 the December 1998 for all the clubs in the zone, in order to encourage fellowship. Lunch was provided to all the participants & they had various games and song sessions after the tournament, of which St. Thomas’s College, Matale emerged champions.
- Marathon
The Interact Club of St. Thomas’s College organized this marathon which was held on the 10th of January 1999 & covered the distance of 8 Km. A total of 98 Interactors took part in the marathon which was organized with the help of the Police & Matale Municipal Council.
